Programming Team Rules

1. All decisions are done by vote: +1, 0, or -1. Three +1s pass a motion, 0 is abstain, -1 vetos. Vetos can only be used with convincing reasons (the experience in the Apache Group is that this means vetos are rare, and usually meet with agreement).

2. There is no leader (we may want a representative for reporting/liaison, however).

3. Code lives in a CVS repository, with all commit members allowed access.

4. New members are voted in (and out). In this case a majority is needed, rather than the usual 3 +1s.

5. Commit access is voted in (and out). In this case a majority is needed, rather than the usual 3 +1s.

6. Development direction is decided by vote.

7. Substantial code changes are decided by vote.

8. Members are expected to participate actively, in particular working on projects, documentation, technical support or testing. Failure to do so for a prolonged period is grounds for expulsion (which should not be taken as any dishonour; it is necessary for the smooth running of the team).
